 Abstract. This article substantiates the necessity of railway network development in connection with the increase of traffic density prospects, considers the reasons and problems of traditional design solutions application.

The authors present examples of railway accidents in the permafrost zone caused by the degradation of thawing permafrost bases. It is shown that in view of meteorological forecasts in the whole world in general and in the permafrost zone of the Russian Federation in particular, the accident rate of existing roads will increase. The authors have reviewed the design support of structural solutions in the permafrost zone and critically analysed them. Attention is drawn to the fact that at present JSC Russian Railways is planning a sharp increase in investment in the development of the Trans-Siberian Railway and Baikal-Amur Mainline, which implies an increase in the throughput and carrying capacity of railway lines by increasing the speed of traffic, increasing the loads on the axles of cars and reducing the train spacing. Such measures require abandoning traditional road construction methods using embankments and switching to overpasses. The solution in the form of overpasses is proposed, which in addition to providing the declared speeds and traffic intervals, allow to minimise the engineering investigations volume, as well as dramatically simplify the design of all elements of high-speed highways.
