Is there a need to change the personnel training system for the road and bridge industry?

Abstract. The article examines the issue of personnel training for the road and bridge industry in Russia. The epigraph notes that «the destruction of any nation does not require atomic bombs or long-range missiles. It is enough to lower the quality of education and allow students to cheat on exams». Based on data from the monitoring of university effectiveness conducted by the Ministry of Science and Higher Education of the Russian Federation, an analysis is made of the state of several universities that train road and bridge engineers. The conclusion is drawn that the said ministry is largely failing in its tasks regarding the training of specialists in the road and bridge sector. It is noted that without urgent measures to support universities (such as attracting young scientists, developing laboratory facilities, appointing competent leaders), approving educational programs for road and bridge specialties with a five-year duration of study, and allocating a separate enlarged group of specialties in the road and bridge field, there will be no progress and consequently, no future for road and bridge education.

The article states that there is no system of road education in the classical sense of the term, as a system implies a set of elements interconnected in relationships that form a certain integrity and unity. Neither integrity nor structural coherence can be identified in the existing relations between educational institutions training personnel for the road and bridge industry, government bodies defining the regulatory framework for universities and colleges, consumers of these services (employers), and the federal authority regulating the legal framework of the road industry — the Federal Road Agency (Rosavtodor) (as well as regional authorities).

It is proposed that universities training personnel for transport construction be transferred to the relevant ministry, which determines the industry’s strategy within the framework of the country’s economic development and more effectively manages the educational institutions under its jurisdiction.
