Abstract. In work features of creation of intellectual systems are briefly considered, at the same time life cycle of these systems is divided into stages: identification, conceptualization, formalization, performance, debugging, trial operation. It is noted that real process of creation of intellectual (expert) system not always strictly follows the given order: returns on one or several stages are possible back, repetitions of stages, existence of the mistakes or defects allowed at the previous stages and revealed only on the subsequent is the reason of what. Therefore creation of intellectual system it long and labor-intensive process which date of completion it isn’t always possible to predict at the beginning of development.

For the description of uncertainty or incompleteness of knowledge of experts in this work the theory of indistinct sets is used.

The description of the intellectual BridgeTCA system for the solution of a problem of assessment of technical condition of bridge constructions is provided. The developed intellectual system including the cascade knowledge base, the user’s interface solving and training components allows to accumulate and process expert knowledge, to make the decision on technical condition of a bridge construction and necessary measures for restoration of durability, safety and loading capacity.

This intellectual BridgeTCA system has undergone approbation on the example of a problem of assessment of technical condition of 5 bridge constructions. Experts recognized the estimates received by means of system and the recommendation as reliable. In the developed intellectual system the algorithm of increase in efficiency of an indistinct conclusion has been applied. Depending on quantity of parallel streams of performance reduction of time spent for an indistinct conclusion for 79-83 % has been reached.
