Abstract. Design of high-speed Railways, construction of transport infrastructure and linear transportation facilities associated with the development and creation of competitive construction technologies and organizational and technological solutions for the intensification of the processes while improving the level of safety, strengthen the prevention of personnel injury in the workplace. The paper considers topical issues of creation of conditions for effective and safe work, while increasing the role of comprehensive mechanization of technological processes in the field of technology and organization of construction with the improvement of technological processes, methods and forms of organization of construction and its manufacturing base. As an example, use a risk-based approach is considered a modern technology of construction and the modernization of the Railways, popular in Europe. This technology is laid on crushed stone ballast is not ready for a rail-sleeper grid and a separate laying of sleepers and rails, which are then combined into a single structure using special maintenance vehicles. When you create a risk-oriented model for construction, reconstruction or repair, it is proposed to present it as a set of technological processes that can be classified stakeholders according to the types of risk to assess the probability of occurrence of a case of injury, in relation to each workplace. It is proposed to use a multidimensional probability density, an analytic view, which will reveal the most difficult stages in the technology from the point of view of safety, and as the primary risk criteria used, the severity of likely adverse effects and the likelihood of non-compliance with mandatory requirements.
