Abstract. The article reveals the main theoretical provisions of the method of substantiating sets of road construction machinery and equipment for performing road construction work (KDSM) in conditions of limited financing and sanctions restrictions. The essence of the proposed method is to select the necessary equipment and machinery to determine the optimal composition of a set of road construction machinery from a variety of acceptable options for performing the required amounts of road work of the specified range at a given time according to the criterion of the minimum total cost of the kit (capital investment) and its operation (depreciation payments, fuel, maintenance, repair) taking into account a wide range of work conditions (climatic conditions, hydrogeological, etc.) and import substitution of machinery. The mathematical basis of the method is algorithms of block integer linear programming. The main content of the method is the decomposition of production processes in the construction of highways (paving, paving, asphalt pavement), the formation of an array of road construction machinery and equipment to perform tasks, the establishment of their functional technical and cost characteristics, the calculation of the composition of a set of road construction machinery. The method provides an opportunity to increase the economic efficiency of using domestic road construction machinery by optimizing the composition of sets of road construction machinery and equipment, minimizing downtime, reducing equipment overruns and adapting sets of road construction machinery to the domestic fleet of road construction machinery in the face of a shortage of imported machinery.
