The study addresses fragmented user reports, inspections, contractor work orders, and acceptance control, which prevent a defect from being traced from the initial signal to confirmed restoration. The aim is to combine smartphone observations and engineering measurements without replacing metrological evidence with message volume. For a linear segment and time interval, road service is represented by a state vector including geometry, pavement condition, traffic flow, environmental conditions, user characteristics, maintenance actions, and metadata quality. The method links pedestrian accessibility, safe stopping distance, operational capacity constraints, and social costs. Three evidentiary event states are distinguished: signal, confirmed defect, and confirmed restoration. Smartphone observations support preliminary detection and public verification, whereas roughness, friction, and geometry are accepted only from engineering measurements. A negative verification branch and event reopening are included. A procedure for estimating the sensitivity of achievable deceleration to roughness and a one-year field protocol using time-to-restoration analysis and difference-in-differences estimation are proposed. The model provides a testable basis for intelligent transport systems and performance-based maintenance contracts; any reduction in the full restoration cycle must be demonstrated experimentally.

Keywords: road service properties; road service; event-based model; closed-loop control; smartphone observations; engineering measurements; performance-based maintenance contracts

Kotov Andrey Aleksandrovich Moscow Automobile and Road Construction State Technical University, Moscow, Russia E-mail: gt@madi.ru ORCID: https://orcid.org/0000-0002-6855-0688 RSCI: https://elibrary.ru/author_profile.asp?id=689703 Mazlumyan Grigory Sergeevich Moscow Automobile and Road Construction State Technical University, Moscow, Russia E-mail: gmazlumyan@mail.ru ORCID: https://orcid.org/0009-0001-9296-0775 RSCI: https://elibrary.ru/author_profile.asp?id=711345 Abstract.
