Oil sludge cannot serve as a universal substitute for road bitumen due to variable contents of water, mineral impurities, asphaltene-resinous substances, sulfur, polycyclic aromatic hydrocarbons, and heavy metals. An engineering decision-making sequence is proposed, comprising batch certification, preliminary separation and stabilization, assignment of output fractions by intended use, laboratory testing of mechanical road properties, leaching control, and trial operation. The organic fraction is evaluated as a restricted rejuvenating or plasticizing agent for mixtures with reclaimed asphalt pavement, while solid oily residues are viewed as a constituent for stabilized soils and organomineral layers. It is demonstrated that the scope of application is determined not by the waste origin, but by the combined characteristics of a specific batch and the structural requirements of the pavement layer. Surface wearing courses require stringent compatibility, moisture resistance, rutting resistance, and low thermal emissions; for base courses and the subgrade working layer, strength, frost resistance, and leaching behavior are critical. An application-selection algorithm and a control matrix have been developed, facilitating a shift from declarative recycling to verified engineering suitability of the oil sludge. The control matrix is also suitable for subsequent digital verification of raw material specifications and test reports. Furthermore, the prospects of localized raw material preparation for the Arctic Zone and Far North regions are substantiated, where logistical constraints enhance the importance of secondary local materials.

Keywords: oil sludge; road construction; reclaimed asphalt pavement (RAP); stabilized soils; organomineral mixtures; Arctic Zone; environmental safety; leaching; life cycle assessment; artificial intelligence

Burenin Vladislav Valentinovich Moscow Automobile and Road Construction State Technical University (MADI), Moscow, Russia E-mail: madi.1965@mail.ru RSCI: https://elibrary.ru/author_profile.asp?id=549252 Katarzhin Aleksandr Vladimirovich Moscow Automobile and Road Construction State Technical University (MADI), Moscow, Russia E-mail: ralfets@yandex.ru RSCI: https://elibrary.ru/author_profile.asp?id=703365 Kotov Andrey Aleksandrovich Moscow …

[61,5

post-2995","post","type-post","status-publish","format-standard","hentry","category-issue-2-2026","category-article
["GET
