The main problem of developing such areas with characteristic climatic features is the underdevelopment of infrastructure and transport links. Therefore, the development and implementation of technologies for the construction of sustainable road surfaces in the cryolithozone is a fundamental engineering and technical problem that requires urgent solutions. The article is devoted to the problems of designing and building highways in the cryolithozone using the example of the Yamalo-Nenets Autonomous Okrug. It is noted that permafrost soils occupy about 65 % of Russia&#8217;s territory, and the development of the Arctic zone is a priority area of state policy. The authors focus on permafrost degradation and changes in soil properties. Based on the climatic data, it is shown that the actual warming outstrips the adjustments of regulatory documents, which leads to an underestimation of temperatures in calculations. In this paper, numerical simulation of the temperature regime of a highway in the Frost 3D software package is performed. Two design options are considered: thermal insulation of the embankment and the use of a horizontal naturally acting tubular system (HET). Using the example of a highway section, a comparative analysis of the effectiveness of thermal stabilization of the foundation soils was carried out.
