The article analyzes the organizational and technological features of construction operations in the cryolithozone. Methods for technological design and a framework for geotechnical monitoring during the construction and reconstruction of transport facilities on high-temperature permafrost are proposed. Intensive construction technologies are considered essential for enhancing the reliability of transport infrastructure serving the energy and extractive industries in the Arctic. Using sections of the Northern Latitudinal Railway as a case study, the risk of activating hazardous cryogenic processes during construction has been identified, including permafrost degradation, talik formation, frost cracking, and loss of foundation bearing capacity. The authors outline the specific features of the construction program for transport logistics facilities. To strengthen and stabilize weak and thawed frozen soils, integrated technologies are proposed. These incorporate intensive methods (and their combinations), process control, and geotechnical monitoring during construction, notably the intensive technology of pre-construction ground improvement for inter-pile zones, subgrades of access roads, and working platforms. The use of construction machinery equipped with automated positioning and quality control systems is recommended. The necessity of forecasting the intensity of permafrost processes during the construction period to facilitate targeted improvement of the foundation&#8217;s strength characteristics is justified.
