The strategic initiative of the state in the field of implementing road policy is impossible without ensuring a constant growth of the material basis and innovative products. Herewith leasing and alternate credit resource are the only possible instrument for their development. However, the lack of guaranteed and monotonously growing orders increases the risks of credit default, that often leading to bankruptcy. Federal Law No. 44-FZ absolutely does not take into account the specifics of the road infrastructure, which creates the numerous crisis situations resulting in the breakdowns of road work schedules, destabilization of the customer&#8217;s human potential and bankruptcy of contracting structures.<\/p>\n<p style=\"text-align: justify;\">The level of corruption at the same time, finding new forms, shows a new scale of growth, and the economy of budgetary funds at the stage of an order placement is imaginary or false in nature.
